The PTX Service is not installed or it is not running. If the PTX Service is installed you can check if it is running by pressing Start then Run and type services.msc and press Enter. Look for PTX Service and make sure it is Started.

This is usually due to a personal or company firewall blocking the required ports. Allow PTX Service through Windows/Personal firewall and ask your company's IT team to check out the Firewall Requirements PDF
Check that the subscriber is provisioned correctly on the provisioning portal. Ensure that PTL Viewer and PTA Controller licenses have been allocated.
